In House of Lords debate on 5 July 2016, four speakers referred to bindingness. Three (the first of whom, Lord Marks of Henley-on-Thames, is a QC*) considered it to be non-binding; the one who considered it to be binding (the Earl of Sandwich) may have been referring only to political bindingness and does not appear to be legally qualified.
(*QC stands for Queen's Counsel, a type of lawyer in Commonwealth countries.)
